World Class Library & Modern Auditorium

Problem

  • The lack of resources and services offered at the district could create opportunities for learning.
  • Huge demand and supply gaps in connection to accessibility, literacy and quality educational resource material in the mining-affected pocket of the district.
  • Non-availability of vibrant space that can create new ideas and perspectives that are central to a creative and innovative society.
  • Lack of centralised knowledge repository center or infrastructure.
  • Inadequate curation of authentic records of knowledge created and accumulated by past generations.

Solution

  • It consists of a library for children, students, academicians, competitive, an old book zone, an e-library, Meditation Centre, Cafeteria, etc.
  • Having a dedicated resource and knowledge center for administration to check the collateral effect of mining.
  • Having a state of an art resource center that shall cater to the Angul district.
  • An interdisciplinary team of professionals drawn from both government and private sector conceptualise and curated black diamonds in a mission mode.
  • Defining roles and responsibilities and managing risk effectively.

Challenges

  • It was a very complex project in terms of architectural, curational point of view.
  • The number of human resources teams and their diversity were overwhelming for a district monitoring team.
  • The coordination among the departments during covid was the toughest.
  • The project team and sub-teams had to operate within regulatory limitations.
  • Mobilising material resources and human resources was the toughest task during covid-19.

Outcomes

  • Robust and vibrant community space encouraging intellectual and social interaction.
  • The capacity of the library is utilised to the maximum strength.
  • Contributed to the literary culture or evening culture of Angul.
  • The project provided access to national and international resources.
  • The multi-cultural, educational, apex-level meetings are now conducted in this prestigious avenue called Black Diamond.

Angul being a landlocked district and an industrial capital has its own characteristics. The outbound migration is one of the key areas of governance challenges. So, to specifically address the issues of quality infrastructure this project was conceptualised. Also, a stress was given to make this project a financially viable project.

Multiactivity centre reflecting the thematic essence of the coal rich district along with his historic evolution of the District Angul. The approach adopted by the project reflects the cultural identity of this landlocked district.
