Control and Containment of Lumpy Skin Disease in Cattle

Problem

  • The entry and rapid eastward spread of the virus of Lumpy Skin Disease of cattle in the state.
  • Morbidity and mortality in infected cattle and the consequent economic loss to farmers.
  • The sheer size of the state, coupled with a large number of cattle and prevalent ignorance among farmers about the nature of the outbreak.
  • The disjointed approach of government agencies involved and limited response time available for mobilization of teams.
  • Para vets and MAITRI workers were demotivated and only partially trained.

Solution

  • Preventive management through measures like spraying disinfectants and proper dead body disposal was done.
  • Regular video-conferencing under the chairmanship of the Chief Secretary to monitor the work done. 
  • Movement restrictions of animals at inter-state and inter-district boundaries were strictly enforced.
  • Scientific inventory management of drugs and vaccines was done to optimize material flow to affected areas.
  • Zoom App based training of Veterinarians, para vets, and other staff and establishment of 24×7 State Control & Command Centre 

Outcomes

  • Only 32 out of 75 districts were affected and only 0.58% of the total cattle population was infected with a recovery rate of 99.5 percent.
  • Economic loss of at least Rs. 660 Cr (indirect loss) and Rs. 25 Cr (direct loss) was avoided.
  • Optimal utilization of limited resources and time was an important learning. 
  • A system has evolved for managing inter-departmental coordination in cattle disease outbreaks. 
  • Standardization of protocols and establishment of drills is a major takeaway benefit.
