Transformational Performance during Covid

Introduction:

During the lockdown, both workers and contractors faced many challenges. The workers started to get back home because of health, safety and financial issues. The contractor had liquidity issues, they were not able to pay the workers because of a liquidity crunch. RVNL undertook several multi-pronged approaches prioritizing challenges faced by workers and contractors. It enables ease of business for contractors through direct payment methods and liberalizes the schemes for financial relief and deferred payment relief to address liquidity crunches.

Problem:

Due to lockdown, migrant workers moved back to their native place, resulting in contractors facing a scarcity of labour, especially skilled labour. At the same time, contractors also faced a liquidity crisis,  they did not have the cash to pay their workers. 

Solution:

To solve this issue, RVNL Mechanized Working and co-ordinated approaches. Food distribution and expedited vaccination drives started at construction sites. To address the cash flow problems of contractors, provisional passing of bills were permitted. Stage payment conditions have been reviewed and revised on supply items.

Outcomes:

Because of these initiatives, the labour shortage problem has been solved and contractors get relief from the liquidity crunch crisis.

Challenges:

The major challenge was to finalize the contract and arrange the supply chain of material through centralized inventory management and supply to sites expeditiously. 

Innovation:

E-Sampark mobile app launched for employee welfare and I-modules introduced for expeditious procedural action.

Opportunities:

RVNL plan can be implemented pan-India through Project Implementation Units 

all stakeholders.

  2. RVNL could materialize tremendous opportunity in crisis due to its well thought off and brilliantly executed strategy to deal with resource crisis during the pandemic. This effort made it possible to capitalize on ample availability of traffic blocks due to cancellation of passenger trains.

  5. During Covid 19 pandemic situation RVNL performed best in construction and development of indian railways projects. The problems of Labours and materials during pandemic has been resolved due to best management, guidance by senior officer and contractor support and RVNL has been commissioned the targeted station.

  6. RVNL performed exceptionally good, despite COVID restrictions and met the targets duly taking all the required precautions. Taken care of the welfare of the stranded labour of contractors during lockdown and ensured to provide food grains and other essentials free of cost.

During severe effect of Covid-19,Though there is a shortage of Labour & even staffs, work of RVNL did not stopped.It continued slowly but steadily during that period.Our RVNL,PMC & Contractor staffs worked continuously to achieve the targets, Though the deadly virus Covid-19 affected some of our officers and staffs,they never stopped their work with wirking from their homes in isolations also.
