  1. The Karala river, a spring originating from Baikunthapur Forest flows down to Teesta River. As river bed level of karala river is lower than Teesta river bed level, surface water discharge rate through karala river channel is sufficiently low mainly during dry season. So dredging in Teesta river starting from the outfall location of river Karala towards downstream of Teesta River is required to drainoff swiftly through karala river channel. Also, spring rejuvenating works at the originating point in Baikunthapur Forest from where Karala is oozing out is required for augmentation of its discharge rate.
